Incorporate a 'time till change' signal into
traffic lights. An on board computer in the car
will detect the signal and inform the driver what
speed they need to change to in order to avoid
being stopped by the lights.

We've got traffic lights that are doing that now.... sorta. I'm seeing some Walk/Don't Walk signs that have a countdown timer next to the flashing "Halt" hand. And more often than not, the light turns yellow shortly after the timer reaches zero.
