This idea is already in place in Japan. It uses tissues like the $2 tissue you can ghet from a newsagaent etc. But in Japan the public toilets don't have any toilet paper, and they have to employ hundreds of people to hand them out. Big companies take it on as their sole line of advertising, don't know how effective it is
