Manufacture and market luggage that would be the exact size
as the maximum dimensions allowed by major airlines. Luggage
could come with a sticker saying, perhaps, 'Approved by
Air Berlin, American Airlines, Cathay Pacific, Easyjet, Emirates,
Jetstar Airways, Lufthansa, Qantas, Qatar Airways, Singapore
Airlines, and Wizz Air.'

A very good idea, and currently in use. I work in a local general store, and we sell special "airline-safe" luggage bags.
